Bills urge improvements, compensation on U.S.F.S. lands
The National Forest Recreation Association is urging public support of three bills introduced to the first session of the 92nd Congress: H.R. 2552 (sponsored by B. F. Sisk of California and brought before Congress on Jan. 29), H.R. 5338 (Walter S. Baring of Nevada, March 2) and H.R. 5889 (Harold T. Johnson of California, March 10).
The first two bills contain the same wording. Their purpose is “to establish certain policies with respect to certain use permits for national forest lands.” Specifically, they would provide for just compensation (fair market value) to any person who, pursuant to any permit issued by the Department of Agriculture, has acquired or constructed any structure, fixture or improvement on national forest lands. Such a person “shall have a possessory interest therein which shall consist of all incidents of legal title even after the expiration or termination of the permit.”
Closely related to the former bills is H.R. 5889, which would “require the Secretary of Agriculture to compensate certain permittees where permits for summer or recreation-type residences on national forest lands are terminated and not renewed.”
Ski instructor visas: Cutting the red tape
In Washington, D.C., policy changes resulting from the current high level of unemployment have eliminated the expedite procedure under which applications for ski instructor visas had been processed previously.
To avoid federal red tape and to insure maximum efficiency in gaining visa clearances, this matter would best be attended to at the state level. State officials have a better understanding of the ski industry and the shortage of certified ski instructors in their areas. NSAA therefore recommends that area operators wishing to obtain visa clearances contact their respective state Departments of Labor.
B.77 revisions deadline
In accordance with the procedures set up by the B.77 Committee, all suggestions for next years revisions must be received no later than November 1, 1971. Last year, many suggested changes which came in after the deadline could not be considered. To avoid a repetition of this situation, we are informing you of the deadline now.
